Good afternoon.  I am Dr. David J. Ramsay, President of the University of Maryland, Baltimore, and I appreciate the opportunity to discuss with you Governor O'Malley's FY 2009 budget request for our institution, the State of Maryland's university for the health sciences, law and social work.

UMB, the founding campus of the University System of Maryland, celebrated its 200th birthday last year.  In honor of that event we have embarked on a capital campaign, and plan to raise $650 million by 2012.  These funds will be used for endowed professorships and scholarships to support our research and educational programs, and to strengthen our clinical and other service programs.   This campaign reflects our partnership with the citizens of Maryland and beyond to provide outstanding graduate and professional education, research, service and patient care.
