Good afternoon.  I am Dr. David J. Ramsay, President of the University of Maryland, Baltimore.  I am pleased to have the opportunity briefly to discuss with you the Governor’s FY 2010 budget request for the University of Maryland, Baltimore, the State’s university for the health sciences, law and social work. 

Let me begin by thanking Governor O'Malley and the members of the Maryland General Assembly for the support you have always given to UMB.  It is certainly no secret that Maryland, like the nation and the world, faces challenging and uncertain fiscal times.  It has been said repeatedly, and I believe accurately, that it is confidence that will ultimately defeat this recession.  I am proud of what we have been able to achieve at UMB, and, with your continued support, confident that we will emerge from this recession a stronger institution, better equipped to help meet Maryland's health, law and social challenges.
